Securing WMD-Enabling Biotechnology from Nation-State Cyber Activity

In-Person Event – Manila, Philippines; 29 – 30 June 2026

Sandia National Laboratories, in partnership with the U.S. Department of State, seeks to engage with university and industry stakeholders from Indonesia, Malaysia, and the Philippines in Manila, Philippines to equip participants to accurately identify and mitigate state-sponsored cyber threats and protect sensitive biotechnology from espionage and exfiltration. The two-day event will occur from 29 – 30 June 2026 and will share open-source technical solutions enable to prevention-focused cyber insider threat management programs.

Who Should Attend:

The intended audience for this eventis IT security professionals, cyber risk managers, and cybersecurity practitioners supporting biotechnology manufacturers and corporations involved in R&D efforts, as well as cybersecurity professionals supporting academic institutions. The event is free to attend and will include a business lunch and refreshments provided to participants each day. The event will be conducted in English with event materials provided to all participants in English. Only individuals who are citizens of Indonesia, Malaysia, and the Philippines are eligible to register for this event. 

Event Requirements:

In order to ensure as many participants as possible get the chance to interact directly with the event tabletop exercise (TTX) materials, we encourage everyone who is able to bring a laptop with them to the event that meets our requirements. The TTX development environment is packaged in a x86 Virtual Machine (VM) image in “.ova” format. Any laptop with an x86-based architecture that is capable of virtualization with sufficient hardware specifications therefore meets the requirements to run the VM.

TTX Laptop Requirements:

– x86-based CPU architecture (Intel or AMD)
      – At least 4GB RAM preferred
      – At least 4 CPU cores (physical or hyperthreaded) preferred
– 30 GB free disk space required
– Virtualization capable (and enabled)
– VirtualBox or other virtualization software capable of running .ova files installed
